Maxim Oreshkin, Deputy Chief of Staff of the Presidential Executive Office, joined experts from China, India, and Malaysia to discuss how to move from technological experimentation to solutions that deliver measurable impact on the economy and quality of life.
The session was moderated by Mikhail Khomich, Chief Strategist at VEB.RF.
The first section explored AI regulation. Sam Majid, Head of Malaysia's National AI Office, emphasized that regulation should strike a balance between fostering innovation and protecting the public interest. Among the tools that could help achieve this balance, he highlighted regulatory sandboxes and greater public participation in shaping AI governance frameworks.
The second section focused on moving from pilot projects to large-scale deployment. Chinese expert Shaoshan Liu discussed the importance of the technological infrastructure underpinning AI development, including energy, computing capacity, connectivity, robotics, and industrial infrastructure. At the same time, participants emphasized that infrastructure alone is not enough: successful deployment requires redesigning business processes and building a workforce that combines expertise in AI technologies with a deep understanding of specific industries.
The third section addressed technological sovereignty. Ankush Sabharwal, Founder and CEO of CoRover.ai and Head of BharatGPT, emphasized that sovereign AI is more than having domestically developed technologies. It also depends on national data, control over that data, and the ability to develop models that reflect a country’s cultural and social context.
At the conclusion of the session, experts agreed that the next stage of AI development is the systematic adoption of AI at scale. This will require effective regulation, robust infrastructure, human capital, and an environment conducive to testing and experimentation.
